Welcome!
Welcome to the Village of Bainbridge! The Village of Bainbridge is home to about 1,319 people. Our Village provides part time police protection, a volunteer fire department, an animal control officer and public works department supporting our municipal streets, water supply and sewage treatment system. The Village also has parks available for public use. We have a local post office and a public library. We are home to a variety of restaurants and bars, along with merchant venues. Every year the Village of Bainbridge gathers together as a community for our Memorial Day Parade, our Christmas Parade, and a number of festivals throughout the year. For those who enjoy the great outdoors Bainbridge is a great place for you. Come to enjoy fishing, hunting, hiking and sledding in our area. With all that the Village of Bainbridge has to offer, this is a great community to raise a family and to enjoy life.

Village Official Meeting Schedules
All Village meetings are held at the Village Offices, located at 33 West Main Street , and are open to the public:
Police Department
Our police department is headquartered at the rear of the Village Office building (former railroad station) at 33 West Main St. We have a Chief and 5 part time officers providing protection for the Village. The department also provides a school crossing guard during morning school arrival and afternoon dismissal times at the corner of Greenlawn and Kirby streets to supervise this intersection. A drugs drop off box is located at the Town Hall, 15 North Main St.

From time to time, the Village will broadcast important announcements by email and phone call. To be added to the Village of Bainbridge e-mail and/or phone list please contact the Village Clerk, 607-967-7373 or send an e-mail at [email protected] with your information. Also, watch your water and sewer bill each quarter for special announcements. The Village advertises official and special meetings as well as special announcements, such as office closings, in the Norwich Evening Sun. Village Speed Limit
The speed limit on all Village streets outside of parks and school zones is 30 mph.

The Village of Bainbridge local codes and regulations are available for reading or copying at the Village Clerk’s Office during the hours indicated above. Copies of the Code Book are also available at the Bainbridge Free Library and the Bainbridge-Guilford High School Library.
FOIL Requests
Requests for Village government documents under the NYS Freedom of Information Law (FOIL) may be directed to the Village Records Officer in writing. There is a charge of $0.25 per page copied or prepared in response to FOIL requests. You may inspect available records when the Clerk’s office is open at no charge. You may also submit your request by email.
Licenses & Permits
License and permit forms for events, vendors, peddlers, solicitors and parades are available at the Village Clerk’s Office. These forms are also available for download on the Documents page of this website.
Dog Licensing
Section 50-13 of Village Code requires all dogs older than 6 months to be licensed. Dog licenses are available through the Town Clerk’s office, 15 North Main St.
Village Taxes
Village Taxes are collected June 1st through October 31st at the Village Clerk’s Office each year. Online payment options are available: https://nytaxglance.com/tax/bainbridge.php. The Village budget year runs from June 1 through May 31 of the following year. The budget is prepared annually in March, followed by a public hearing before the final board vote in April. A copy of the final budget is available on the Documents page of this website.
Water and Sewer Billing
Water meters are read quarterly. Water and sewer bills are sent out the first week of January, April, July and October. A 15% penalty is applied if not paid by the due date listed on your bill. Payments may be mailed or dropped off at the Village Clerk’s Office. Online payment is available via: https://water.nyquickpay.com/bainbridge.php. Avoid surprises in your water bill! The average leaky toilet can waste about 200 gallons of water per day. That's over 6,000 gallons a month ($9) for just one leaking toilet! You can easily check for leaks if you can watch your meter. Turn off all faucets, tubs etc., then watch the meter. If the dial continues to move after you’ve shut off all fixtures, then you’ve likely got a leak which should be repaired to avoid an unexpected large water bill.
Sanitary Sewers and Sump Pump Discharges
The Village is very fortunate to have an excellent waste water treatment plan as the result of prudent investment and planning by past Village Boards. The plant is engineered to handle over 1 million gallons of sanitary sewage daily which is more than sufficient to meet our daily needs but is not engineered nor intended to handle sump pump discharges. Per section 109-8 of the Village code, it is illegal to discharge storm water, surface water, groundwater, roof runoff or subsurface drainage into any sanitary sewer main or line. If you are unsure if your sump pump system is compliant with the Code, please contact the Village Office to arrange an inspection by our Code Enforcement Officer. He/she will be pleased to inspect your system and advise you.
Solid Waste
The Village does not provide solid waste disposal service at this time. There are several reliable carters in the area that provide solid waste services and recycling. A scrap metal dumpster is available for Village residents to discard metal (only) adjacent to the Waste treatment plan behind Payne park on Walnut St. From time to time, the Town of Bainbridge sponsors a white goods (large appliance) collection day at the Town garage.
Motor Vehicle Licensing requirement
All vehicles parked on property in the Village must be registered, insured and have a valid inspection unless stored in a fully enclosed building.
Seasonal Information
SPRING: Lawn debris and brush pick-up begins in April, weather permitting. Use clear bags for debris, limit 50 pounds per bag. Bundle sticks securely, 4 foot lengths or less, in bundles one person can handle. Pick-up will be as needed through May. In June, July and August, pick-up will begin the 3rd Monday of the month for that week. No pick up is available from December through March. Please place bags at the curb the weekend prior to the 3rd Monday.
SUMMER: Grass should not be allowed to grow in excess of 5 inches, and cannot be mowed into the street. All grass, brush and weeds between the curb and sidewalk should be cut monthly. Trees must be planted at least 4 feet from any curb or street edge, and 2 ½ feet from any sidewalk. Branches must be trimmed to allow pedestrian passage on sidewalk. Dogs and cats are not allowed off the owner’s property unless leashed. Dogs must be licensed when 6 months old; dogs and cats must be vaccinated for rabies. Cleaning up after your dog or cat when walking them on village streets and sidewalks is mandatory year round. Poop pickup bags are provided at the Village Green Park.
FALL: DPW will pick-up leaves from October through mid-November, or 1 week after leaves have finished falling from the trees. Leaves can be raked to the curb or street edge, NOT into the street for pickup. Raking to the curb is preferred over bagging. If you bag, please use clear bags, limit 50 pounds per bag.
WINTER: Sidewalks are to be cleared of snow and ice within 24 hours after a storm. It is the homeowners’ responsibility to make the sidewalks safe for pedestrians. Please use non-corrosive ice melt as needed. Snow is not to be shoveled or blown into streets. Christmas trees left at edge of curb will be picked up through the end of January. To avoid vehicle damage and permit effective snow plowing, there is no overnight on-street parking from Nov 1st through May 1st between the hours of 1 am and 7 am. Vehicles must be parked at least 5 feet from the edge of the paved street. SNOW BIRDS: Please alert the Clerk when your home is vacant for an extended period of time to help DPW manage water emergency situations. Your water service can be shut off while you’re away if your heating system won’t be affected. Call the Clerk’s office to arrange.
YEAR ROUND: Household garbage should not accumulate more than 7 days and should not be left at curbside for pick-up for more than 24 hours.
Fire Department and Ambulance Service
To report a fire or request ambulance service, dial 911
Bainbridge supports an all volunteer Fire Department and EMT service. Their base of operations is the firehouse at 22-26 West Main St, next to the railroad tracks. The firemen meet 3rd Tuesday of the month at the firehouse and welcome new volunteers any time.
The Fire and EMT departments are independent of the Village and are funded by an assessment levied as part of the Chenango County tax bill. Fire districts are autonomous public corporations, established for the primary purpose of providing fire protection and responding to certain other types of emergencies. They are governed by an elected board of fire commissioners and have the authority to levy taxes.
Village Parks and Recreation Programs
The Village Green Park, with its unique fountain and turn of the century style street lights is a place for meeting friends, enjoying the greenery and flowers, as well as place for paying respect to our Armed Services members at the Memorial Garden. Anyone wishing to use the Village Green Park or Gazebo for a special event must obtain a permit from the Village Clerk’s Office. The park is used for a flea market on summertime Saturday mornings, and for Old Time Band concerts.
Village Residents may use the Town pool at no charge. The Town runs swimming classes at the pool during the summer. Information on swimming programss is available at the Town Clerk’s office.
The Town runs summer camps using various Village, Town and School facilities. Flyers about the camps are distributed to school age children at school. The Village supports these programs via a budget item.
Village baseball/soccer fields are located at the corner of Walnut and Front streets, and are maintained by the B-G Schools.
The General Clinton Park is owned and maintained by the Town. It may be reserved for special events by permit through the Town Clerk’s office, 15 North Main Street. There is a walking trail at the Clinton Park which is open year round; no permit is necessary.
There are boat launch ramps for the Susquehanna River at both the Clinton and Payne parks. Motorized boats using the River must have a valid NYS Registration.
Many Villagers enjoy walking and bicycling on Village streets. Bicycle helmets are required for cyclists under 14 years old by NYS law.
School System
Village resident school age children attend the Bainbridge-Guilford Consolidated School System. The Junior-Senior High School and Administrative offices are located at 18 Juliand St; the Greenlawn elementary school for grades 2 through 6 is located on Greenlawn Ave and the Guilford elementary school for grades Pre-K through 1st grade is located at 138 School St in Guilford. Village residents may also attend DCMO BOCES (Delaware-Chenango-Madison-Otsego Board of Cooperative Educational Services) classes at the Sidney Center campus.

You must be 18 years old, a Village resident and a US Citizen to be eligible for election. To run for a Board position or Mayor, obtain a petition form from the Clerk’s office. The petition requires 50 Village of Bainbridge resident and Chenango County registered voter signatures for candidate inclusion on the ballot. Petitions are due by the 2nd Tuesday of February; signatures can be collected starting the last week of December. Voting takes place at the location designated by the Chenango Board of Elections, and as of this writing, will take place at the Town Hall, 15 North Main St. Elections are held the 3rd Tuesday of March; new Trustee terms start the first Monday of April.
