Proposed Bainbridge Water Well Generator Backup Installation Bainbridge, Chenango County, New York
Notification is hereby given to the public of the intent of the Department of Homeland Security-Federal Emergency Management Agency (DHS-FEMA) to provide federal funding to the Village of Bainbridge as subrecipient for the new construction of an 80-kW diesel-powered emergency generator to support two (2) existing water wells in Chenango County, New York through the Hazard Mitigation Grant Program (HMGP). The purpose of HMGP is for communities to develop hazard mitigation plans and rebuild in a way that reduces, or mitigates, future disaster losses. This notification is given in accordance with Executive Order 11988 (Floodplain Management), 44 CFR
Part 9, regulations for implementing EO 11988, and the National Historic Preservation Act (NHPA). The project is to be located at 5 River Street, Bainbridge, Chenango County, New York (42.292417, -75.476944). The proposed scope of work consists of installing new 80-kW diesel powered emergency generator, automatic transfer switch and associated overhead utilities to support the existing water wells and elevating the proposed generator to the base flood elevation (BFE), as indicated by best available flood map data, plus at least three (3) feet of freeboard for this Critical Action. Installing and elevating the generator will allow for continuous power through an electrical outage during a flood event. This action would take place within the 100-year floodplain. Alternatives considered include: 1) no action, 2) the proposed alternative to install a diesel-powered emergency generator, 3) moving the water wells, and 4) alternate power sources. FEMA has determined that installing a diesel powered emergency generator to support the existing water wells is the best alternative to allow for the continuity of operations for this critical facility. Potential floodplain impacts are anticipated to be temporary during construction and minimized through best management practices and conservation measures incorporated from resource agency recommendations and required regulatory permits.
Comments about this project, potential alternatives, and floodplain impacts may be submitted in writing within 15 days of the date of this publication to: FEMA Region 2, Attn: Environmental Planning and Historic Preservation, 26 Federal Plaza, New York, NY, 10278 or via email to FEMAR2COMMENT@fema.dhs.gov. If substantive comments are received, FEMA will evaluate and address the comments as part of the environmental documentation for this project.

Summer Yard Waste Pickup: The Village will collect yard waste at the curb the third week of the month, May through September. IMPORTANT: leaves and yard waste must be in either BAGS or CONTAINERS.(the big vacuum is not available). Loose yard waste will NOT be picked up. Branches must be cut to 4 FOOT LENGTHS or less. Thank you for keeping Bainbridge beautiful!
Annual Water Quality Report
The 2022 Annual Drinking Water Quality report is now available on the Documents tab. We are very fortunate to have excellent drinking water. Please help conserve water. Leaks, such as dripping faucets or running toilets, can be very costly and should be repaired quickly to avoid surprises in your water bill. We are also working to repair/replace water meters that are not working. When we don't get a valid reading, usage is estimated which could mean a higher than normal bill when the meter is fixed. If you get a meter notice, please contact the Village office quickly to schedule a time to check your meter.
